The Dún Laogahaire Harbour Masterplan 2011 identified the need to develop strategies for the long-term future of the harbour against a backdrop of ceased ferry traffic.

Throughout the 2015 season, 22 ships are expected to visit Dún Laoghaire, bringing 100,000 passengers and crew to the town. Projected benefits from future disembarkation on the quayside instead of ferrying ashore by tender includes increased footfall into the town; provisioning of ships by local suppliers and harbour fees and payments to excursion operators by cruise companies.

It is explected that a planning application will be submitted to An Bord Pleanala by the end of April 2015, by Dún Laoghaire Harbour Company on behalf of the stakeholder group (DLHC, DL CoCo, and DL Business Improvement Company).
